Dr. Charles M. Browne is Professor of Applied Linguistics and TESOL at Meiji Gakuin University in Tokyo, Japan, and a U.S. Department of State English Language Specialist. He is internationally recognized for his work in second-language vocabulary acquisition, corpus linguistics, teacher education, educational technology, artificial intelligence in language education, curriculum development, English-medium instruction, and online learning.
He is the founder and director of the New General Service List (NGSL) Project, an international initiative that has produced ten corpus-based word lists and a growing ecosystem of educational tools, research projects, publications, and learning resources used by teachers, researchers, publishers, universities, and educational organizations worldwide. The NGSL Project website has drawn an estimated 1.9 million page views, with more than 325,000 visits from over 90 countries in the past five years alone.
Over four decades, Dr. Browne has worked extensively with ministries of education, universities, publishers, educational technology companies, and teacher-education organizations throughout Asia, Europe, the Middle East, and North America. His recent work focuses on helping institutions integrate artificial intelligence, corpus-informed pedagogy, vocabulary development, extensive reading, and educational technology into language-learning programs and teacher education initiatives.

1. Vocabulary Acquisition, Corpus Linguistics, and the NGSL Project
Dr. Browne is the creator of ten internationally recognized corpus-based word lists — including the New General Service List (NGSL), the New Academic Word List (NAWL), the Business Service List (BSL), and the TOEIC Service List (TSL) — used by learners, teachers, researchers, and materials developers around the world. Workshops and keynotes in this area introduce the research base behind frequency-driven vocabulary learning, demonstrate free online tools (including AI-powered vocabulary profiling and text-simplification tools developed by Dr. Browne) for teaching, testing, and developing curriculum with corpus data, and provide hands-on practice with proven strategies for accelerating vocabulary growth at every level.
2. Extensive Reading and Literacy Development
Dr. Browne has been a leading advocate and practitioner of extensive reading (ER) in EFL contexts for more than 30 years, co-developing the ER-Central platform, authoring graded readers for Longman, Cambridge, and Compass Publishing, and — most recently — developing hundreds of original graded readers for international educational publishers using a highly efficient AI-assisted pipeline built around his own corpus-based word lists, vocabulary profiling tools, and custom graded story generators. Recent projects include a 150-title series for Edyouvision and a 180-title series for Gakken. A key focus of workshops in this area is helping teachers leverage these same AI tools — either by making direct use of Dr. Browne's freely available tools to create high-quality, level-appropriate reading materials quickly, or by developing their own equivalent workflows for their specific teaching contexts.
